NCLB Highly Qualified Teacher Reporting
The federal education law, known as No Child Left Behind, requires that all teachers of core subjects in all public schools must be highly qualified, meaning that at a minimum, they hold a bachelor's degree and have passed state mandated subject area competency tests in the subject area they are teaching.
NCLB requires each district (LEA) to publicly report progress of the LEA and its campuses toward meeting the highly qualified teacher requirements as defined by the state's measureable highly qualified teacher objectives.
Core subjects identified by NCLB include reading/language arts, math, civics and government, economics, geography, science, history, fine arts (music, art, dance and theater), and international languages.
In Texas, districts must report the number of highly qualified teachers to the Texas Education Agency at the beginning of each school year. At KIPP San Antonio for 2011-2012:

100% of KIPP Camino Academy's teachers meet the state highly qualified requirements

100% of KIPP University Prep's teachers meet the state highly qualified requirements

One teacher at KIPP Aspire does not meet the state highly qualified requirements. KIPP Aspire is working with this teacher to help meet the stated requirements.
